What It Does
Declares drug cartels to be terrorist organizations and requires the state Department of Homeland Security to address cartel threats. Creates new legal tools to prosecute cartel activity in Arizona.
▌ Conservative Take
This is a direct response to the border crisis. Designating cartels as terrorist organizations gives law enforcement stronger tools to combat fentanyl trafficking and human smuggling through Arizona. Backed by Republican legislative leadership. The only opposition comes from civil liberties groups concerned about overbroad definitions. Conservative voters: YES — this is border security made law.
For conservative voters: YES is the clear choice.

What It Does
Prohibits local governments from imposing or increasing a tax on food items without voter approval, and caps the local grocery tax rate at 2% of the base price.
▌ Conservative Take
Requiring voter approval before local governments raise food taxes is a taxpayer protection win. Groceries are a necessity — taxing them hits working families hardest. Capping the rate and requiring voter approval adds two layers of protection. Near-universal voter appeal. Conservative voters: YES.
For conservative voters: YES is the clear choice.

What It Does
Prohibits the state and local governments from imposing taxes or fees based on vehicle miles traveled, and from enacting rules to monitor or limit vehicle miles traveled without the person's consent.
▌ Conservative Take
This is a preemptive strike against a federal-style surveillance scheme that would tax Arizonans by the mile while tracking where they drive. VMT taxes disproportionately hurt rural drivers who depend on vehicles for long commutes. This amendment protects both wallets and privacy. Conservative voters: YES — stop the mileage tax before it starts.
For conservative voters: YES is the clear choice.
